I downgraded back to 12.4 when I tried beta 3, beta 4 is solid on my X.I am back on 12.4- will wait for the final release of os13- no more beta testing for me

Download the IPSW separately and do the alt/cmd click on restore to select it. iTunes download management is awful.Over the weekend I actually attempted to return my iPAD Pro (2018 Edition) from iPad OS back to iOS12, and when I connected it to iTunes and put it in recovery mode, my Macbook Pro within iTunes showed it was downloading iOS12 to restore it but each time it got about 2gb into the download I would get an error saying it cant download. So for now, it looks like I cant change back.
I am running public beta on that and my daily XS MAX. Havent had many issues on the iPhone, every now and then slight annoying moments but still enjoying it for Dark Mode, but the iPad has days where the screen is not responsive at all with iPad OS.

ipsw.me has all the official IPSWs with URLs directly from Apple. Download the iOS 12 one for your phone and when your phone is in recovery mode, instead of just clicking on restore, do a CMD+ click on that button. It'll open a file chooser. Select the downloaded IPSW there.I am not sure if I know how to do that. So you are suggesting to not use iTunes? Sorry if I sound stupid asking this lol

you're still going to use iTunes to restore, but you'll be downloading separately from iTunes. That should hopefully solve the DL problem!
