So Im on an older iTunes and i Downloaded the iOS 8.1.2 IPSW. I successfully downgraded my 5S from 8.1.3 to 8.1.2.

When my dads iPhone 5S gets here in 3 days and say its on 8.1.3 but Apple stops signing 8.1.2, can I still downgrade it? Since I have the download link and the older iTunes all saved?

Thx

Once Apple has stopped the signing of 8.1.2 there'll be no way to downgrade. You can only restore and/or downgrade to a software version which is signed by Apple.

No.
If Apple stops signing it it's not possible to downgrade at all.
Doesn't matter if you have the download link, file or old itunes.

OK do you know of a tweak for iOS 7 that mimics the way iOS 8 messages can send a quick voice memo and send multiple pix at once? thx

Nothing you can do.
8.1.2 is your permanent ios now.

its on 7.1.2 for now...but ill miss the send multiple pix, weather and voice thing in messages. Unless anyone knows some tweaks for iOS 7 to get that?

BiteSMS?

It's what I use, have used since iOS 5.

I've never had any issue sending multiple images.

Ok yeah you have never had iOS 8. With iOS 8 when you want to send some photos, it has like a little preview with 10 of your most recent photos...or you can open up the camera roll and select them. BiteSMS doesn't do that.
