Download 10.15 installer (without 10.15.1 update)?

Is there a way to download the 10.15 installer, without the 10.15.1 update?

10.15 was working fine on my iMac for a while, but as soon as I installed the 10.15.1 update, I've been getting very frequent kernel panics and freezes when rebooting.

Or if I can get the 10.15 installer, is there a way to roll-back the 10.15.1 update?

10.15.0 will not install over 10.15.1 unless you modify the SystemVersion.plist to indicate you are running 10.15.0.
I am not sure whether the databases for Mail or Photos changed between versions. You might have to reset those.
I highly recommend maintaining Carbon Copy Clones of previous versions until the new one is found to be stable.
