That option has been there for as long as I can think. Maybe you didn’t have it enabled or it didn’t work for you.
To help with the „download all“, you could create a smart playlist in iTunes that adds all music and then download that playlist on your phone. Still agree that there should be a „download all“ button in the Music App though.
