No. Not here in Denmark atleast. And I doubt it's possible anywhere else.

May I ask why you want to download an app? You can't use the app without a Mac.

If app developer releases the pkg or dmg outside Mac App Store, you may be able to download it from there.
Theoretically, you cannot download Mac apps in iTunes for Windows since iTunes can only download iOS apps, either on Mac or on Windows.

I'm currently traveling, so don't have Mac right now. I wanted to buy a Mac app which is on sale and which I also use on iOS, so will be quite useful for syncing between phone and Mac.

Is there a retailer, Apple or otherwise, where you could stop in and sign into the App Store temporarily to purchase the app and then sign out? If not you are probably out of luck. Or maybe you could email the developer of the app and they can offer you the sale price some other way, possibly a code.

The only way to purchase and install apps from Mac App Store is log in App Store on your Mac. Or you may use a third party apps store, for example MacUpdate.
