Does that bottom white circle that loads when you view a photo, mean that the photo has downloaded to its full resolution? I have my photos on optimised so I just want to make sure that when I select them to use for email or social etc they’re in their full resolution?

Appreciate anyone that can clarify this thanks x
 
Yes, that circle means it's downloading in full resolution. Since you have "Optimize iPhone Storage" enabled, that full-res version will only remain as long as your iPhone's memory isn't full (or something like 60% full, IIRC).

By the way, if you ever want to force Photos.app to download full-res photos or videos, select the photos you want, press the share sheet in the bottom left corner, and select "Save to Files" ... you can cancel the actual save by backing out of the Files browser when it comes up, but doing this will force the iPhone to download full-res versions of any photos or videos you have selected. 👍🏻
