Downloading iMessages from iCloud to new iPhone?

I searched for this but couldn't find anything on it.

How is this done? I set up the phone as new and set up my iCloud on it, turned on iMessage in iCloud settings but the messages that are saved in the cloud didn't load.

I currently have the 11.3 beta.

Cause its still beta & has issues, only like 1/4 of my messages on device are actually on iCloud, & their size is apparently -1 or -2 bytes for instance.. (yes iCloud isnt full)

But none of the messages downoaded. Is this normal?

Leave it a while, I went to bed with an empty phone, in the morning, the text messages were all filled up.
