A not-to-be-named user mentioned that the iOS 10 beta does not check for a registered UDID. Those who have installed, is this true?

Is a developer profile required to install the beta, or does the public beta profile install iOS 10, too?
When I tried to install the public beta profile earlier, it gave me an 'install failed' message.
 
It's running fine on my un-registered phone.
UDID restriction has been lifted since iOS 9 beta.
 
Just for the record, I don't know about iOS 10 but Apple seems to have removed the "Activation Error" sometime around iOS 8. iOS 7 and maybe 8 were the only versions of iOS that had this I believe.
