sorry if this has been asked before didn't see anything on this.

did they recently start making it so you have to download the new OS everytime you add new OS or do restore? I noticed this on 3.1 or 3.1.2. i upgraded my phone then went to upgrade my friends and it started the download completely all over again. i didn't think about but then when i did a full restore it wanted to download it again. A couple of updates ago it only downloaded once.
or do i have some setting wrong?
 
Depends on the phone model. For instance if you both have a 3gs then no it wouldn't have to download the update again. But if u have a 3gs and they have a 3g or 2g then yes it has to download again

he has a 3g i have 3gs. ok that makes sense. i though i already had the latest OS when i did the latest restore but i might have done that on my mbp instead of my imac so ok.

Even if you're doing it with two 3GS' or the same 3GS it'll download the firmware bundle from Apple unless you control+click on restore and select your own.

That is false. If you download say 3.1.3 for 3gs as an update and chose to restore later it will not redowload it. The ipsw is saved.
