Running Monterey 12.6.4 on 2016 MacBook Pro. My downloads folder is behaving strangely: when I try to move an item from Downloads to another folder, I am unable to drag it. Instead, the item becomes selected and wants to open. How do Restore drag-and-drop behavior?

Here is a method of letting macOS recreate the Downloads folder, hopefully with the correct behavior:
If you have something important in Downloads, make a copy somewhere else, just in case.
From Terminal, rename Downloads to Downloads0 (or anything else) and logout.
Code:
sudo mv ~/Downloads ~/Downloads0
The newly created Downloads folder should behave normally and the old one, Downloads0, should have all the files.
