Since I updated to the latest Big Sur and latest Safari with compact tabs I can no longer drag URL's to the desktop to create a web short cut file that I can click on. If I remember correctly this was briefly possible even in compact tab mode.

Any idea why or how to fix this?

Interesting. Apparently this feature is dead. I'm on Catalina, but still...
I can go you one better. I decided the best workaround was File->Save As... and select webarchive on the desktop. That works, but when trying to open the .webarchive file I get this:

Yes, Safari has been refusing to open its own webarchive files in the normal way since Safari 15 was launched back in September. It seems to be Safari 15-specific, but Monterey was launched about the same time, so it might be that.

I reported it to Apple Support, who acknowledged that it was a bug, but nothing has been done about it so far.
