dreamweaver and tabbed menus system....

i'm looking for some recommendations for a program that will develop a flexible tabbed menu system...no flash, no dhtml, that uses the "extension" technology of dreamweaver

I believe the extensions make use of JavaScript, which would make it DHTML. Just wanted to note that (if I'm correct about the extensions).
