MP 7,1 Dual Radeon Pro W5700X is coming?

I'm not sure what you meant by this. The new W5700X coming in MPX format will have the fingers on the top of it for the bridge that allows two units to be installed in the Mac Pro. That's what Apple means by that: two discrete cards, not a single W5700X with two GPUs on it.

The Vega II 'solos' are not duo. They are two single cards that collectively fill both MPX bays. Same for W5700X.
Why someone would want two W5700X is probably a relatively small corner case. However, Apple will be highly motivated to sell more to increase the volume ( and reduce the amortized unit costs) any way they can.
The Plain AMD Radeon Pro W5700 is $799. Apple's seems to use the clock speeds of the more mainstream 5700XT and bump the VRAM up another 8GB. And adds two TBv3 controllers (and PCI-e switch?). Pretty good chance this is $899-1099 card. The two 5700X's will add up to $400 (or so) under the Vega II which will be the buy path for some ( who don't have other uses for the MPX Bay 2 ).
It is unlikely going to be the "low entry cost" replacement for the 580X in 2020. This is something that Apple is going to put into the quite vast middle zone they have left initially empty.
But it won't be a DUO in the DUO's sense of having Infinity Fabric. The Navi v1 based versions doesn't have that. There isn't a big upside of trying to mount two of those to one card as much as it is the Vega 20 microarchecture versions that do have active Infinity Fabric. Two Vega II will scale substanitally better than two W5700X. But if you don't have that kind of budget then two W5700X will do "OK". ( but a RX 5700 or 5700XT will probably bigger bang for the buck if only looking for computation increase an no Metal shared memory bump. Same kind of bump would get with other macs and one of those in a eGPU enclosure. )

Highly unlikely there are not "two fingers" on top of the W5700X . It will be more like the 580X in that respect. No Infinity Fabric (Navi 10 doesn't have Infinite Fabric. Pretty good chance next ones don't either.). Unlike the 580X, though in that it appears to be a full MPX module. So will take up a whole MPX bay ( and run at substantive higher power than 580X. ). The MPX connector is on the 'bottom'.
W5700X is really far more so a more affordable Vega II 'solo' that is missing some features and a bit of computational performance. It is a better viewport card. ( probably better at CAD work or driving other highly interactive, very complex 3D models. ). So it also cover more workflow ground than the Vega II does. And if don't have anything to put in MPX Bay 2 can cover the Vega II 'solo' with embarrassingly parallel workloads with two W5700X at lower costs. ( space for speed and cost trade-off ).

I wouldn't expect to see if before end of February. It is different. AMD launched the Pro W7000 on Nov 19th. The press release mentions B&H and Newegg as places to get it and .... you can't ( out of stock at the moment). Very good chance AMD is going to fill their own Pro card pipeline before Apple gets an overclocked variant of that. ( easier to get less narrowly binned parts. ) .
If the 8GB VRAM bump is some semi-custom thing than even more so at the "end of line" for 7nm wafer start. Post holiday season there will be more wafers to go around from AMD's allocation.
People have to wait around until February to get wheels on the Mac Pro. A new video card probably won't come any faster than that. Given Apple's 6 years to get a new Mac Pro out ( and two years since "dog ate my homework" meeting"), 3 months isn't relatively a long time. In Apple actions that is "coming soon". Plus, (time/calendar) Winter hasn't started yet.
Spring is pretty far way (March). Faster than a "Season" is also probably counts as "Soon" for Apple.

The 5700 XT is already fully supported by 10.15.2.
Nothing specifically about the W5700X, which is the same chipset. But I imagine that's mostly going to be plugging the right name into macOS.
Fully supported? REALLY hope that's not the case. The drivers for the RX 5700 XT are bad and very poor performing. Really hoping they're working on improvements tied to W5700X by the time 10.15.3 comes out.
