DVD Jon iphone in UK with O2 SIM - getting reception bars!

I have a DVD Jon method activated phone here in the UK. Just out of curiosity I put my O2 sim card (contract version) into the iphone - amazingly the reception bars appeared on the phone (i.e. indicating full recption)

Immediately i was crossing my fingers that I could make calls - but obviously, when i tried, none worked. But the baffling thing is - why I am getting full reception bars appearing?

Any answers?

You could probably make calls to the emergency services. I believe that it's a legal requirement and so is not blocked. Probably best not to test this theory out, though...

I tried but unfortunetly none of the emergency numbers worked - they all kept saying call failed.
