If you have another Mac with the Panther version of DVD Player on it, just transfer it over.
Otherwise you can extract it off your OS X.3 Installer CD #1. I'll post details in a sec...
Ok, if you don't have another Mac here's what you can do:
1. Download a program called Pacifist (
http://www.versiontracker.com/dyn/moreinfo/macosx/12743)
2. Insert your Mac OS X.3 Installer CD #1
3. Launch Pacifist (you don't need to register to use it a few times)
4. When the main screen appears, you should see a long button that says, Open Mac OS X Install Packages.
This will scan ALL files on ALL 3 CDs, so it will prompt you for the other 2 installer CDs, and then finally ask for CD #1 again.
5. Once the results are displayed, go here, Contents of EssentialSystemSoftware.mpkg/Contents of Essentials.pkg/Applications/DVD Player.app.
6. You can do 1 of 2 things, either right click and install to default location (your apps folder), OR right click and extract to a custom location and then point it to your Desktop and then install the DVD Player app. Keep in mind that any OS X updates installed prior to the date of your CDs will make the DVD Player out of date compared to your system, but shouldn't give you any issues. If it prompts for a password, put in your administrator password.
OR
Or you can download it off this link below: (its the actual file...this is NOT a virus or anything malicious so don't be worried)

Requires Stuffit Expander (possibly the latest version)
This DVD Player app ONLY works with Panther (OS X.3)
