I have a B&W G3 with a DVD-RAM drive and I want to play DVDs the only problem I installed the drive after I installed X.2 I downloaded one on Apples site but when I click on it it acts like it is going to open but won't I am getting kinda mad any help would be great. Thanks.

You might try VLC, which does a lot more although it's still beta test software.

Yes, that's too little RAM to play DVDs effectively. The clock speed is also barely sufficient. I think you probably noticed during the installation of the latest QuickTime that a 400 MHz G3 was the minimum machine listed.
Hard disk space is not likely to be an issue but since you lack memory, hard disk speed could be an issue as virtual memory is swapping things from disk to real memory.
