*ahem*

I have a PB 15in. 1.5gHz. I have a 23inch Cinema Display with a DVI connector.

Do I have to shut my computer down to plug in the DVI cable? Can I do it when the PB is asleep? Can I do it when the PB is on?

Connecting an External Display or Projector
To connect an external display or projector with a DVI connection to your
computer:
1 Turn on the external display or projector.
2 Make sure the display cable is connected to the external projector or display.
3 Connect the display cable to your PowerBook. Your PowerBook automatically detects
the external display.
4 Adjust the resolution on the external display by using the Displays pane of System
Preferences or the Displays icon in the menu bar.
 
Thanks. I remember reading that, but just couldn't wrap my brain around it.
(I blame being awake for about 32 consecutive hours.)

I just want to clarify - since that doesn't specifically say to turn the computer off, I can plug in the DVI with my powerbook on.

Just to be safe:

I always put my powerbook to sleep before connecting or disconnecting my cinema display. It only takes 30 seconds.
