E-Trade iPhone app/page
Neither are likely. The main reason is E-Trade is pushing their co-branded real-time service with Blackberry. Until Apple decides to include Flash on iPhone you won't be able t use it anyway.
So, you're stuck with a bare bones WAP page http://mobile.etrade.com.

"Thank you for your message regarding features for an E*TRADE Mobile PRO iPhone application. I have forwarded your suggestion to our Product Development Team for future consideration and implementation. I can not guarantee when or if they will be able to make these changes, but I can assure you that all suggestions are considered. We are currently developing a platform for iPhone users; however, a release date has not yet been established. We are constantly updating our website and adding features based on the feedback we receive from customers. Thank you very much for taking the time to let us know how we can better serve your investing needs."

Just downloaded Etrade pro for iPhone, it seems to work just fine.this is an initial release, it is a little buggy, but its good overall. I'm glad that there is a mobile solution at least.
