iPad Ebooks in ios13

Quick question for those on ios13. Can i just drag and drop an epub file into the files manager, and read it using the books app?

Couldn't you do that before? I've done that for some time now, even on iOS 11/12. Dump a pile of epubs into iCloud/Dropbox/whatever and just open when I want to read. The other advantage is that I switch e-readers quite frequently, so I prefer not to have all my books tied to iBooks. Currently using Voice Dream as it's very flexible.
