I currently have a Mid 2012 MacBook Pro 15" that is very much ready for retirement.
I need to upgrade, and waiting another year for a (potential) 14" is no longer an option.

I am torn between a MacBook Air and the Pro knowing I may sell it off sooner if a 14 is available (and worthy) in a couple of years

So, I would love your thoughts on which could be better.

I do all the usual things, browse the net, email, a couple of games, some photoshop and occasional video editing with camtasia.
With Photoshop, its editing of photos but nothing of high professional editing.

Knowing the MacBook 13 (base) is basically a two year old computer makes me pause, but then i have an eight year old computer - so it will be a huge difference.

I also know that the Air can have heating issues with lots of tasking.

Suggestions? 16" is not really an options as it almost too much (and out of my price range)

I say then get those 16 and save up for at least i5 with 32gig of RAM! Save up for a couple of months so you can buy it! That’s how I get new Macs!

I wouldn't buy 13'' with knowledge it will be replaced soon.
If I were you, I buy MacBook Pro 16''. I regret buying my 13''. I had to buy iMac 27'' later on, because I didn't get enough performance from 13'' MacBook Pro.
But it's your money and you decide.

The 14 inch will have an ARM chip I think. I would wait another 2 or 3 years after that chip comes out so Apple has the time to optimize it properly.

How’s your 2012 MBP now?

It's really quite slow. Just to get a broswer window to open can take minutes, and I get the spinning pinwheel a lot.
It took almost 45 minutes just to get logged into a zoom meeting. (happily just a family call)
