Boot into the recovery partition. There is an option to reinstall the operating system. It installs it over the existing system, leaving your files and apps alone (i.e., no need to migrate your user files). I had to do it myself with PB1, because it started to hang on startup. This fixed the problem for me.

So i found a package for the DP4 and installed that. It works completely now. I just wish apple would release the pkgs for the open beta. Hopefully this wont prevent me from updating to PB3. Note when i installed i was connected to a thunderbolt display with my mac lid closed. THat may have caused the issue

You shouldn't mix up the developer previews with the public betas. There may be (and probably are) bugs in developer previews not present in public betas and this may render your bug reports invalid.

If you want to run both developer previews and public betas, that's fine if you have separate partitions, external drives or virtual machines. But don't go installing one over the top of the other.
