El Capitan App Store Failed to Download

I did clean install of El Capitan on 2 Macbook Pros (15'' from 2008, and 13'' Retina from late 2012). Both have the same issue with the App Store. As shown below, some apps fail to download. Any experiencing the same issue? Does anyone know how to fix it?

I think the app store is a mess right now IMO. I get a bunch of apps that gets that error when I try to download. Besides, there's no point downloading apps as they take forever to download. I could download 20GB game off steam faster than download 2 295mb app from the app store. Worst part, that 295mb file is still downloading and at 288MB.

EDIT: should mention I can't download anything from the iOS store at the moment as well.
