i recently added a new email account to my iMac at work, I then open my MacBook up and I got a pop up saying a new email account has been added, would I like to add it to Mail, great. I click yes.

So my question is, is this information about the new email coming from iCloud? If so, why isn't it adding the new email account to my iOS devices? Anyone know?

Your email account information is synced by iCloud. That includes the user name, password, and account credentials.

That's what I thought, but still couldn't get the accounts appear in mail. Manually added them by the end of it. Seems the email account syncing only works between OSX machine and not iOS from what I have read.

That's possible. I know for me, I got a new iPhone 6s, and it synched as soon as I logged into my iCloud account, including my Gmail information.

That's a bummer, wonder why my iOS devices don't do it.
