Hello,

If someone might explain to me what is happening, and how to correct it, would be most appreciative.
Sr. Citizen now, very, and this is beyond me.

I have been waiting for a proposal from a vendor who I have dealt
with in the past, but not too often, or recently.

Apparently, something on my iPhone is blocking his
being able to send it to me.

He sent (using another method ?) the following:

"we had to Mail you the proposal, it said you denied anything from our operations program once before and will not allow us to send
emails to you for proposals."

I guess there is a Blocked Recipient list, or something similar, on my phone, but
I cannot find anything like this, or anything that would be blocking him.

*Or, is it something on his phone that is doing the blocking ?

Anyone know what is likely happening ?

And, how to get him, and possibly others, un-blocked and back to normal ?

Sounds odd, sounds more like you have in the past asked them to not send things to you and its blocked on their side.

Whos your email provider? Might be that you have blacklisted their domain there and need to unblock it.

There are a number of different places that his message could have been blocked, your email provider being the most likely. It's even possible that he mistyped your email address.

Since he has another method to contact you, I'd ask that he use it to forward the bounce message he received when he tried to email it.

Some email servers don’t recognize some domain names and will flag them as invalid.
Example:
I have a .surf email address and some shopping carts will not allow me to use that email address when checking out. I get a warning — “Please use a valid email address “

Then when I enter my other email address that ends in .com, it goes through no problem.

Definitely an issue with your email provider or the sender's email provider.

Yes, you can block people on your phone, but that does not bounce the message back to the sender, nor would they know you've blocked them.
