Does anyone's email signature box in iOS 5 look like the attached screenshot (i.e., unusable)?

Not here. Mine looks fine. I recommend closing out of the Settings app and closing it out from the multitasking toolbar as well and trying again. Not sure if that'll help but that's what I'd do if mine looked like yours.
