Does anyone know the App or install that replaces the email notification beep with a voice that says "you have mail"?

It's not an app. If you have a jailbroken iPhone, you either download a sound theme (that has that sound) or using SSH/SCP you can replace the sound files yourself.

I recommend downloading an app that changes the sound to anything, go into that file and replace the .caf or whatever file format it is with another sound file you made or downloaded. You will need to rename that file the exact same name as the file you are replacing. Does that help?
