emails going to junk folder

Hi Experts
one of my user is using MacBook Bro which has macOS High Sierra, emails for this user are going to junk folder in this outlook, user selected all emails and marked them "Not as Junk", but still emails are going to junk folder, How do i troubleshoot, i also want to clear outlook rules if he has any, experts guide me on this.

There isn't much you can do, Outllook's spam filters are really bad and can't be disabled.
