Embedded HTML email not working

If I receive an email with embedded HTML on both my iPhone and iPad, the iPad does not allow clicking the links but the iPhone does. The iPad does not show that the same links are clickable as the iPhone.

Both are configured the same and the email message is the same on both.

Anyone seen this and know why?
