Purchased a new phone and the emoji prediction is missing while typing. My old phone, which is also on iOS 13, works fine.
I went to Preferences > Keyboard and made sure everything is enabled.
Does anyone else have this problem? Or know how I could solve it?

I tried to uncheck and check predictive feature in keyboard settings, remove and add emoji keyboard again, reset keyboard dictionary but nothing worked for me.
I found a tip on the web : I typed a text message to myself contain a random set of emojis.
It worked like a charm. Emoji prediction is back.
Hope this helps

This fixed mine as well. Thanks!

Emoji suggestions only show up in QuickType for people they assume use a lot of emojis. That’s why it wasn’t showing up for you at first, you haven’t typed any emojis yet.

They’re not going to suggest emojis for people that don’t use them.
