I've Googled this forever to no avail because it pulls up unrelated problems.
This used to happen on my old macbook pro. I bought a brand new fully loaded MBP, I set it up FRESH (not from backup) and the exact same thing is happening.
If I push control+command+space to bring up the emoji viewer, it works fine. At some point... usually after 2-3 days, it will disappear as it normally does when you click an emoji, except it won't insert anything. Repeated hotkey presses no longer open the emoji window.
I need to completely reboot and then it will work again until it inevitably crashes days later.
I noticed that even if I go to Edit > Emoji & Symbols in any app that supports it, say Messages, it won't work there either (via menu). It literally just doesn't open anything, and so it's a problem not isolated to just the hotkey.
I'm using OS X 10.15.6
I have also noticed it's not app specific. This most recent time it happened in iMessages, other times it happens in Skype.
