It's built in to WhatsApp if you use that. I'm not sure if you can add it to the stock messaging app but if you replace it with something like handcent sms you can add emoji as an add on and it works with iPhone

Regular texts or messaging services like WhatsApp?

Apps like WhatsApp, WeChat etc. have a wide variety of emoji but they only work within each respective app.

As stated already whatsapp has it builtin, albeit a little cumbersome to use.

For regular SMS I use Handcent, which has an emoji plugin that works very well with iOS users. Needs to be configure a bit but once it is it works well.

Facebook and fb messenger also have it builtin.

For anything that doesn't have it built-in I use the Kii keyboard with emoji plugin. Sometimes use that even in apps that have emoji builtin, when the method to use it is cumbersome.

Emoji away!
Do the same again from the notification tray to get back to the normal keyboard.

Emoji work fine across android and iOS.

Is there a way to get it on a stock Samsung ROM?

You download emoji keyboards from the play store if you want to go that route. I used to use this one:
https://play.google.com/store/apps/details?id=com.klncity1.emojikeyboard

Personally, I found having to switch to another keyboard to enter emoji was just too much of a pain. While it worked, I uninstalled it. With Kii I have a really good keyboard--with great swyping--and emoji as well. Alas, I am better at swyping with the genuine Swype keyboard so don't use Kii that much. But if I do use it for emoji at least it is not bad--at all--if I don't switch back and have to fire off a quick text. (You'll see what I mean if you switch to an emoji-centric keyboard but then need to quickly enter some normal text.)

Finally, why the heck do we have to even go through this for simple emoji? Android should already have this as a standard. And by standard I mean the complete set of emoji that is not crappified into little robots that look nothing like real emoji.
