Hi, I have created multiple folders to organise my app. whenever I deleted some app, existing app do not automatically take over the position of the deleted app, is there a way to enabled this? or is this feature come with iPhone? my ios version is 11.2.6(15D100)

It should happen automatically. No special settings needed. If your settings are default, try the following. If that doesn't work, file a bug report with Apple.
1) reboot the phone
2) reset all settings
3) set up as a new phone (last resort)0
