iPad Erase All Settings Not Working

Hi all I have an iPad 8th gen on iOS 15.4. It is on my Apple ID. I want to give this to my mom. So I am trying to reset it so I can put her account on it. I keep trying to do erase all contents and it just gets stuck at iCloud backup step. I can’t even click on skip backup. I also tried to sign out of my iCloud account and it is just stuck at signing out for hours. Tried the hard reset with power and home and still the same issue. Any solutions? removing from iCloud.com will accomplish the same thing? Thanks

Try turning off Find My, and restore it using a computer.

Thank you again. It worked. Wasn't easy though as while resetting, iTunes said "can't connect to iPad any more" and then when the iPad restarted, it said locked to my old Apple ID. Then it went through setup and just let me enter a new ID.
