Erratic Screen behavior of open windows

often when I click to use an open but inactive window (app or site) all of my windows move off the screen, or sometimes only 1. If I then click off the desktop, one or more will re-appear

Irritating, how do I stop this - some setting I am sure but cannot figure it out. Thanks of any ideas

System Settings > Desktop & Dock set "Click wallpaper to reveal desktop" to "Only in Stage Manager"
