Here we go...

My main contact database is kept is on Exchange using Outlook for Windows 2016...the contact photos DO SYNC between Exchange and iOS 10 Contacts, iOS 10 Messages, etc...the contact photos DO NOT SYNC between Exchange and macOS 10.12 Contacts, iMessages etc.

Would appreciate any and all insights / solutions to fix this problem.

I think the answer is that there isn't a fix.

I have an Exchange personal email and a Google Apps business email and made the choice, based on the type of behavior you mention and other factors, that I'd keep my contacts in Google.

I appreciate the response but hope that there is an answer given that this is a new / recent problem with Sierra in that i) Exchange photo syncing works with iOS 10 and ii) Exchange photo syncing worked with El Capitan, something broke tings in Sierra.

With a little luck someone will have the answer!

So you don't mind if you can't edit the photos in Contacts (or in the OWA for that matter) it's just that they're not showing up at all. Understood.

Correct...that is, although it is LESS THAN IDEAL that I cannot edit the photos in Contacts (be it macOS or iOS) I can "live" with the deficiency...the issue / deficiency that I cannot live with is that the photos don't even show up in macOS Contacts which -- to me -- sucks!
