After my Mac Pro 7,1 goes to sleep the fans seem to stay active. They run at very low RPM but they are certainly audible if you hold your ear near the machine. Also the power LED says on (no pulse light), but according to Apples documentation that seems to be normal during sleep mode.
Is anyone else experiencing this behaviour of the fans? According to the logs the machine is going to normal sleep mode and all connected devices (e.g. LG Ultrafine, Wacom Tablet) go to sleep also.

Maybe wait for say 30 mins after placing the MP7,1 into sleep state to see if fans still running. It could be that the system allows the fans to spin for a while to remove residual heat build up after sleep state entered.

Indeed. The Mac Pro 2019 goes into at least two sleep states. I know because I have it connected to a UPS with a display. Immediately after putting it to sleep, power drops to under 20 watts. At some point afterwards however the power draw drops to zero. Yes zero, meaning I suspect less than one watt. That’s pretty good for a true low power mode!

If you can, I’d hook up a similar UPS, or a kill-a-watt (I have one of those too), and monitor power usage. You’ll likely see the same behavior.

And yes, the power light no longer pulses with sleep unfortunately.
