Is this the updated Christmas returns policy by Apple? (Can't find information online and think it would be a bit early!)

Is it an error?

A special for the new Apple TV?

A misprint?

Usually it's 14 days for returns?!? Right?

I noticed on my iPhone purchase last week that the date listed was Jan 8, 2016.

They usually do this, but I wasn't even thinking about it when making the purchase. It's a nice cushion to have in case you need it though.

Apple extend the return window over the holidays. I guess the rationale is that if you buy your gifts early, you won't be stung by the usual two week return period after Christmas if you need to exchange or refund something. Some other retailers do too, like Amazon.

Yes, Apple has done this for a while now. Every year you have more time to return anything bought from them, in fact many retailers provide an end of January return period for products purchased after thanksgiving.
