external cd-rom drive as main drive?

hi everyone,
i use a imac 400 to surf the net. the dvd drive does not work proper again and i can´t install anything from a cd-rom. how can i read cd-roms or even dvd´s from an external drive? better: how can i make an external fw cd-rom-drive/burner to my main?
my 2. q: can i install mac os 10.3 on an imac? i am running 10.2.8 allready.

burning is no problem with external burner. i just cant read cd-roms etc with it.
