For iPadOS to do a proper stage manager experience on a external monitor the iPad Pro needs to have a keyboard and mouse connected.

Does a SmartFolio keyboard count as keyboard or would I need an additional (Magic) Keyboard and mouse connected in order to have a proper external monitor experience?

My experience is that iPadOs works better with trackpad than mouse. You can use the Smart Folio and mouse but the experience would be a bit lesser compared to using Smart Folio and trackpad or Magic Keyboard. However if you purchase Smart Folio + trackpad, I guess better directly getting the Magic Keyboard.

Umm.. yeah, a SmartFolio keyboard counts and it would invoke Stage Manager on an external display.

It seems as though Apple has removed restriction on having both a keyboard and mouse to use Stage Manager, but you do need a keyboard. As @secretk pointed out, using a trackpad is better compared to mouse (gesture support)... but if you were planning on using a mouse, Magic Mouse provides a less janky scrolling experience.

That's interesting. I tested my external monitor using only the keyboard and it was able to show Stage Manager.

I used my M7 monitor (I no longer have) which my keyboard is plugged into the monitor already and then I connected my iPad to the monitor via USB-C. And it worked. I did this without any accessories attached to the iPad.
