I have been looking at the "PROMISE Pegasus2 R6 12TB (6 x 2TB) Thunderbolt 2 RAID System" for my 2013 Mac Pro but just noticed that my Mac Pro does not have a thunder bolt connection............... Can someone please recommend a ~12 TB external memory that will work with my Mac Pro.

Do you mean that you bought your Mac Pro (2012 model) on 2013?

A 2013 Mac Pro usually means the new Mac Pro and it does have TB.

Yea my bad its a mid 2012 Mac Pro that I have and it only has USB 2.0 connections

So the easiest way will be install a USB 3.0 PCIe card. And then get a USB 3.0 enclosure.

And you can refer to the USB 3.0 thread to choose the card that fit your needs.
