Not sure if this is an iOS 13 issue or an iPhone 11 Pro Max issue. I get asked to enter the passcode, I can lock the phone and then immediately get authenticated using my face but two minutes later it asks for the passcode again.

I've restarted the phone twice, I've even set up alternative appearance and re-set Face ID up from scratch and it is still doing it. Anyone having a similar issue? Next step will be a reset of the phone tonight.
 
Try removing your SIM and cleaning it and blowing out any lint from the SIM slot. I had the same issue, turned out the SIM was making intermittent contact, causing the phone to lock out Face ID.

I gave this a go anyway as I'm using an eSIM but still having the issue after a restore. Apple are sending out an express replacement thankfully.
 
I'm having the same issue. I'm on 13.2.2. 11 Max Por. Restarted phone 3 times. Cleaned Face ID area, set up alternate appearance, reset face ID and i have to put my passcode in every time. even in apps that used Face ID are no longer working. This only started 12 hours ago, so no about a day after updating it has started
