Is there a way to download free apps without the need for face id?
I still want to be able to use face id for purchases but I don’t think it’s possible.
 
The app store requires access to your iPhone (and to your Apple ID account, as @Apple_Robert pointed out) in order to install the app. Think about it.
So how can i download free apps with no password when face id is deactivated for the app store? Doesn’t make sense.

I have no idea. It does sound inconsistent, but so what? It does not seem like such a big deal to me. Personally I keep face ID active and do not consider it to be an inconvenience.
 
Seems odd and inconsistent that if biometric authentication is essentially treated the same that Face ID would be requirement for something like this whole Touch ID isn't.
