If Apple can make make the iPhone switch from Face ID to Passcode Unlock quickly when wearing a face mask, why can't they do the same thing when wearing sunglasses? It takes forever to go from Face ID to Passcode Unlock when I am wearing sunglasses, especially knowing how quickly the change happens when Face ID sees the mask I am wearing.

I would suggest you are the exception rather than the rule. I wear glasses and have no problem unlocking with or without them. Maybe run the face ID wizard again.

You can also try turning off “Attention Awareness” which is affected by some sunglasses as it even says in the setting.
This is the solution. Glasses in general and most sunglasses don't interfere with Face ID, but there are certain types of sunglasses that will. Turning off "Attention Awareness" will work around that.

Meanwhile, it's still 60/40 (against) my unlocked Watch unlocking my iPhone while I wear a mask.
No rhyme or reason to it at. It may work once, but then, say 5 minutes later, not. And vise-versa.

Often, the only way to 'guarantee' it'll work next time is going into Settings > Face ID and Passcode > disable Unlock with Apple Watch > re-enable it again.

Haven't really checked the consistency with 14.7, but as that doesn't seem to be covered in the listed updates, I'm guessing the same will be the case.
