I’ve seen this mentioned once in another thread, but I don’t see a dedicated thread for it and I feel it really deserves one because of privacy concerns.

As the title says, I have a background app refresh turned off for Facebook, but it’s still running in the background. I can tell by going under battery usage. It’s not just a few minutes but over nine hours.

Does anyone know how this system works? Is iOS just asking the app not to refresh in the background but a rogue app can do it anyway? Maybe this is a bug with iOS 16 where the OS is not communicating with the app correctly but since this is Facebook I am not assuming that.

Is anyone having this issue with Facebook or other apps bypassing this control?

Interesting question. I experienced sth similar with a VoIP app. Although the background refresh toggle is off, the app accounts for 50% of the battery drain - and still reacts to incoming calls (FRITZ!App Fon on iOS 15).
I thought this may have to do with the CallKit API and that it can be accessed although background refresh is disabled. Maybe Facebook also access' some API not covered by the background refresh prohibition.
