What exactly happens when you try it?

What have you tried that hasn't helped?

I make a facetime call through the facetime app and I press video. The call never connects it keeps ringing. The camera icon is grayed out to camera off. If I make a regular call it connects and then I press the facetime icon it goes to facetime and the camera icon is still grayed out to camera off. I have checked screen time for any restrictions there are none. I have checked my wifi gateway it looks good. I have tried it at different wifi locations and still the same issue. I have done a soft boot, a hard boot, and a network reset. I have uninstalled and reinstalled the facetime app. I have researched the issue online and have tried all the suggested fixes. I'm stuck!

The camera (front and back) works otherwise? What about trying FaceTime off of WiFi or perhaps on a different WiFi network (if that's possible)?

The camera (front and back) works fine. I have tried FaceTime off of WiFi and on several different WiFi networks.

Do other video calling apps work?

You've already tried a lot. About the only thing left is to take a backup then set up as new, and restore the backup, You could try acitvating FT then trying it out after the install but prior to restoring the backup. Make sure your phone doesn't do a backup before you do the restore!

Other video calling apps work. I sent a video to Messages, it worked just fine. I tried all that you suggested. Still no luck. Do you think it may possibly be an issue with iOS 14.0.1?

I've not heard of anyone else having this issue. So you reinstalled iODS 14.0.1 and set up as new, and even before restoring your backups, FaceTime wouldn't work? I'm out of ideas! Hope someone else can help.

All of a sudden it started working again. I think it was an apple issue. There are not on top of things like they used to be since Steve Jobs passed.

Plenty of issues that were there when Steve Jobs was around, so that's not really here or there.

The important thing is that it's working at this point.

A billion iPhones out there and your FaceTime issue is because Jobs passed. Wow!
