Currently on iOS 12 B4. Had a funky issue where FaceTime failed and another FT call came in. Canceled it but FT was still running. I could see my video and it said "FaceTime ending...". Never ended, hit the red x, said FT ended but still kept running. App switcher could not kill it either, it wouldn't swipe up. Attempted to hard reset my phone (power volume), FaceTime popped back up on the screen with the same "FaceTime ending...". Nothing I did would or could kill it. The phone would not power off for love or money.

Then I remembered Settings -> General - Shutdown. Thankfully that nice little feature forced the "swipe to power off" to come up and allowed me to shutdown the phone. PHEW!

Anyone else have that happen?

I’ve had that happen , just hit volume up then down then power and it’ll force the power down screen to show up
 
I notice this problem too on my iPhone X running iOS 11.4.1. Had the same issue on iOS 11.4. The only way to make another Facetime video call is to restart the phone like you said. Very annoying, they better fix this. It is not happening often though.
