Just noticed that FaceTime can only make FaceTime calls, no WiFi calling or calls using iPhone. Checked on both my WiFi iPad Pro and cellular iPad.

Seems no one else is,having this issue.
A follow up while apparently talking to myself. I can receive calls on any device with FaceTime, just not call out.
