Definitely - Find my Phone could include the ability to:
1) Make a FaceTime call to the device, regardless of whether it is locked, without somebody having to accept the call on the device
2) allow you to view video from the front or rear camera, regardless of whether the device is locked.

The potential for abuse is just too high.
A lot of people will have Find My iPhone enabled on accounts where other people know the password to the Apple ID.
