You mean the issue related to Group FaceTime from earlier this year where it establishing a connection during a call but before it was answered (or without it being answered)? That was addressed a while ago in iOS 12.2 shortly after it was discovered: https://www.macrumors.com/2019/02/19/ios-12-2-beta-3-group-facetime-fix/
