FaceTime turned OFF but button still on input screen?

I'm on ATT and previously and if you had TURNED OFF the FaceTime within preferences, you wouldn't have the FACETIME button but you'd have a HOLD button instead.

I've used FaceTime only once and since then turned it off and would like this back if possible.
